The Inspiration 

For social housing providers, improving energy performance is about far more than compliance. It is about reducing fuel poverty, improving comfort, and ensuring homes remain safe, affordable, and resilient for the people who live in them.

Through the Warm Homes Social Housing Fund (Wave 3), Thrive Homes set out to accelerate improvements across its housing stock, embedding fabric-first retrofit solutions that would deliver meaningful benefits to residents while strengthening long-term asset performance. The challenge was to translate national funding requirements into coordinated, high-quality delivery across a diverse portfolio of occupied homes.

Our Approach 

Our approach centred on clarity, consistency, and resident-conscious delivery. Appointed to deliver Retrofit Assessment, Design, and Coordination services, we provided end-to-end oversight aligned fully with PAS 2035 requirements and the objectives of the Warm Homes Social Housing Fund.

We coordinated and undertook detailed retrofit assessments across the portfolio, including property surveys, pre-EPC assessments, and PAS 2035-compliant evaluations. These assessments informed tailored strategies to upgrade homes to a minimum EPC C rating, meeting funding specifications while responding to the specific construction, condition, and occupancy characteristics of each property.

Building on this evidence base, we developed PAS 2035-compliant retrofit designs, implementing a range of fabric-first measures such as external wall insulation, roof insulation upgrades, and ventilation improvements. Each design was carefully adapted to the property type, balancing energy performance gains with buildability, cost control, and minimised disruption to residents.

As Retrofit Coordinator, we provided continuous oversight from project inception through to handover. This included reviewing and providing detailed feedback on designs, monitoring construction works, and ensuring full compliance with PAS 2035 and funding requirements prior to sign-off. Cross-disciplinary teams and contractors were managed through a single, coordinated framework to maintain programme efficiency, quality, and consistency.

Project governance was underpinned by PRINCE2 principles, with clear reporting, risk management, and programme control. Regular engagement with Thrive Homes ensured transparency, alignment, and a collaborative approach throughout delivery.

The Outcome

The programme enabled Thrive Homes to move beyond isolated upgrades and deliver a coordinated, funding-assured retrofit programme with meaningful impact across its housing stock. Through tailored, fabric-first interventions, homes were progressed toward EPC C, reducing heat loss, improving internal comfort, and lowering energy demand for residents, directly supporting warmer, healthier, and more affordable homes.

Clear technical governance and consistent PAS 2035 oversight ensured quality was maintained across the portfolio, while sensitive coordination allowed works to be delivered safely within occupied properties. As a result, Thrive Homes gained not only compliant outcomes, but confidence, confidence in the robustness of the designs, the consistency of delivery, and the ability to evidence performance against funding and regulatory requirements. The programme now stands as a strong foundation for future retrofit investment, supporting long-term asset performance and a continued commitment to resident wellbeing.

This programme established a strong foundation for long-term decarbonisation and asset improvement across Thrive Homes’ portfolio, while also strengthening the organisation’s internal capability to plan, fund, and deliver future retrofit programmes with confidence. By embedding PAS 2035 compliance, robust project governance, and resident-focused delivery into a single, coordinated framework, Thrive Homes was equipped not only to meet immediate Warm Homes funding requirements, but to adopt a repeatable, scalable model for future investment across its housing stock.

Beyond energy performance improvements, the programme enhanced asset intelligence, reduced delivery risk, and provided clearer visibility of cost, quality, and compliance at portfolio scale.
